Summary of the 10. MC meeting

The decision making body of the programme, the Monitoring Committee had a meeting in Dudince on 16-17 April 2019. 

The first day of the event was dedicated to the topic of the Territorial action plans for Employment (TAPE) to be implemented within Priority Axis 3. Each TAPE approved in the first round of Call for Proposals – altogether 9 – presented the objectives of the plan and shorty introduced the planned activities of individual projects belonging to the plan. After each presentation the members of the MC made a decision about the approval/rejection of the projects within the TAPE.

During the second day the committee discussed the current status of the programme and the related documents – Annual Implementation Report 2018 for the Programme and the Small Project Fund, Communication report 2018 and plan for 2019 and the N+3 financial status. Modified documents were approved (Guide on eligible expenditures, Visibility guide for projects) as well. 

Mr. Gyula Ocskay, the secretary general of Central European Service for Cross-Border Initiatives (CESCI) informed the members about the main findings of the First phase evaluation of the Programme carried out by CESCI in 2018. The first phase evaluation was focused on the progress of programme implementation in the period from January 2014 until August 2018. The expert company examined the effectiveness and the impact of the programme actions, while the efficiency of the programme management was assessed parallel. The MC approved the report.

Ms. Júlia Katalin Pénzes, the representative of the European Commission briefly summarized the current preparation status of the new legislation related to the new programming period after 2020. The regulations are not yet complete. After the EU elections further discussions will take place before finalizing the documents.

The members of the Committee also revised the foreseen schedule of the activities for 2019, and gave mandate to the Managing Authority to prepare a restricted call for proposals in PA3 for TAPEs whose projects were rejected during the eligibility assessment step in order to reach capitalization of the results and Programme`s objectives. A new open Call for proposals will be prepared in the Priority Axis 1 and Priority Axis 4. In Priority Axis 1 small and medium sized enterprises shall be involved among the eligible applicants.
